Tumblr can’t enable replies again because they don’t remember how it works
Replies were available on all non reblogs as long as you had been following the poster for at least two weeks
Dependant on the settings for the blog and post.
A blog could disable replies, enable them for all, or restrict them to followers that had been following for two weeks or more.
Then you could allow or deny replies on an individual post too.
