I imagine it broadcasts to nearby Minutemen, and possibly to the Castle once it’s restored.

Can you imagine Preston and the SoSu sitting down at a camp after a long day, the SoSu leaning back against his chest. They sit quietly for a moment, then-

“Preston?”

“Yeah, babe?” 

“I’ve got something I wan’t to give you. I’ve been thinking about it for a while, and I’ve made up my mind…” They take the wedding ring from around their neck and put it in Preston’s hand.

“You… want to marry me?”

“Yes, Preston; Will you-” They move away from his chest to turn around. This releases the transmit button on the two-way-radio. Immediately the radio starts blaring;

“FUCKING FINALLY!!!”
“YOU SAY YES RIGHT NOW LIEUTENANT GARVEY!!!!!”
“GET IN THERE, GENERAL!!!!!”
“I CALL DIBS ON BEST MAN!!!”
“PETERS YOU OWE ME 50 BOTTLECAPS!!!!”
“AHHHHHHHHHHHHHHHHHH!!!!”
