Idea; Anime about a powerful villain who is powerful due to carefully avoiding all villainous tropes, executing heroes immediately, well trained underlings, practical uniforms etc.
All soldiers are to be trained to be able to shoot a man sized moving target at range. Those who fail will be used as a conveniently man sized moving target.
Villain makes sure to attack more targets other than the small town where the protagonist lives.
Villain makes quick work to make sure the protagonist cannot use the power of friendship
Other villains attempt an intervention over villain being too efficient. “Come on dude, slow down a bit eh? You’ve killed three heroes this month alone, leave some for the rest of us.”
