No, this one’s even easier: You failed to include the PayPal Acceptable Use Policy. This is what it is:

You may not use the PayPal service for activities that:

Welcome to the character orphanage.

The purpose of this blog is simple. To help characters that are either unwanted, or that are adoptables find new homes!

Characters can either be submitted to us, or you can link us to a post or page where they can be found.
There are a few simple rules:

1: Any characters submitted must be free (no charging for them, by giving them to us to adopt out, you’re allowing us to give them away to the first person who may ask for them)

2: No closed species can be submitted. We will gladly reblog or link to adoptions for them, however we won’t post these characters ourselves.

3: No NSFW character sheets. Pretty simple, keep it clean please.

Beyond that, there are no restrictions on the characters that may be submitted.

If you have any character category suggestions, feel free to let us know, and we shall look into it.

This is an acquaintance/friend/close friend.”? And how do you let the individual know you’re on that level of friendship?

It’s just a thing that happens when it does. I don’t want people trying to look up the mechanics of how to forge a sexual relationship with people. People are different people, relationships have different dynamics and there’s no script or set of steps or timeline to follow.
